Pennsylvania Non-Resident License to Carry Firearms

Issued by a Pennsylvania county sheriff's office that accepts non-resident applications. Massachusetts residents apply as non-residents — you do not need to live in Pennsylvania.

  • Pennsylvania non-resident licenses are issued by county sheriffs, and practice varies between counties.
  • Most counties require you to already hold a license from your home state — your Massachusetts LTC is what satisfies that.
  • Some counties require you to appear in person; others accept applications by mail. Check before you drive.

Do I have to live in Pennsylvania?
No — that's what a non-resident permit is for. Massachusetts residents apply to a Pennsylvania county sheriff's office that accepts non-resident applications as non-residents.
Does the class give me the permit?
No. The class satisfies the training requirement. You then apply to a Pennsylvania county sheriff's office that accepts non-resident applications yourself, and they decide.
Do I need my Massachusetts license first?
For some states, yes — several require a home-state license before issuing a non-resident permit. The Multi course covers Massachusetts and Pennsylvania in one sitting, so you can pursue both.
Do I have to apply for all six?
No. Take the class once, then apply only for the states you actually need.
How long does it take?
