Maine Non-Resident Concealed Handgun Permit

Issued by the Maine State Police. Massachusetts residents apply as non-residents — you do not need to live in Maine.

  • Maine allows permitless carry for eligible adults 21 and over, so the permit is not strictly required for carrying in Maine itself.
  • Non-resident permits are issued at state level rather than by a town.
  • Maine requires evidence of handgun competency — the class covers it.

Do I have to live in Maine?
No — that's what a non-resident permit is for. Massachusetts residents apply to the Maine State Police as non-residents.
Does the class give me the permit?
No. The class satisfies the training requirement. You then apply to the Maine State Police yourself, and they decide.
Do I need my Massachusetts license first?
For some states, yes — several require a home-state license before issuing a non-resident permit. The Multi course covers Massachusetts and Maine in one sitting, so you can pursue both.
Do I have to apply for all six?
No. Take the class once, then apply only for the states you actually need.
How long does it take?
State-dependent, and generally slower than a Massachusetts application. Start well before a trip you're planning around it.
